Minutes from June 20th tabled for lack of quorum
Introductions

  • Business
  • From the Governance Calendar
  • November 14th (not the third Wednesday) the meeting will include officers elections, a review committee of membership and officers; as well as approving the annual report for fiscal 2012 and ratifying the budget/planning markers as approved by the County Commission.
  • February: terms start for new officers. There will be a policy & bylaw review, a review of the† urrent year budget and operational plan; the annual meeting and strategic planning meeting. Dates for meetings for calendar 2013 will be reviewed.
  • Nomination of officers.
  • Susan nominated Terry Dutro for Chair. Terry has agreed to serve. All other officers are willing to continue serving: Ken Spencer as Vice Chair, K. C. McLaughlin as Secretary and Glen Barcus as Treasurer. That slate will be presented for a vote at the November meeting. Other nominations may also be accepted at that time.
  • Jenna reviewed committee membership options and gave an update on the membership drive. She presented a suggested charter for a new membership committee and received suggestions for changes/additions. That charter will be on the agenda in November for a vote.
  • Quorum and the size of Task Force
  • Because quorum relates to  the potential membership, plus one, when three members cannot attend a meeting, there is no quorum and no business can be voted on.
  • Suggestion to revisit how the Task Force is configured during the winter strategic planning session, revisiting the concept of a Task Force much reduced in size, more along the lines wof the Criminal Justice Coordinating Council.
  • More immediately, reduce citizen members to 5 or 6 (currently there are 4) and remove the Three Forks PD membership since it is inactive. It was agreed to vote on that option in November. Achieving quorum at the November meeting will be critical.
  • The Advocacy Committee has one member, Doug Lieurance.  A citizen has called and indicated interest in the committee but was unable to attend tonight's meeting. Jenna and Doug met with Becky Sturdevant from the Montana Common Sense Coalition in July to discuss legislative priorities for 2013. Jenna is working on setting up a meeting between Susan and Senator Larry Jent in October to discuss legislation.
  • PI&E Update. Mark Carpenter gave an update on PI&E activities. Terry Dutro discussed her to place Meganís Car on the Bozeman High campus during Red Ribbon Week.
  • CEASE Update: Mark Lachapelle gave an update on CEASE Committee activities and read the report from the August NPS Highway 191 Safety Check.
  • Overtime Patrols were also approved for West Yellowstone PD for Labor Day weekend but there has not yet been a report on those patrols.
  • Glen reported on the DRE Convention, including the concepts of Refusal Weekends and Washington State's "Target Zero" program. Several of these would become strong projects locally.
  • Jenna gave an update on the October Montana Board of Crime Control Conference. She will attend the two pre-conference days, Addressing Alcohol-related Public Safety Problems and one day of the conference itself.† She included the conference agenda in the meeting packet.
  • Finances
  • Budget update. Jenna presented an end of Fiscal 2012 report. Overall, there were funds left in the budget unspent. Those are rolled in to the reserve. Jenna would like them formally added to the Fiscal 2013 budget. She is working on setting up a meeting with Fiscal Director Ed Blackman in October for she and Glen.
